為助力廣州市建設(shè)國際科技創(chuàng)新樞紐和白云區(qū)“1358”發(fā)展戰(zhàn)略，推動白云區(qū)南部功能片區(qū)白云新城CBD的高品質(zhì)規(guī)劃建設(shè)，吸引創(chuàng)意產(chǎn)業(yè)和相關(guān)行業(yè)活動的集聚，打造具有廣州特色的設(shè)計行業(yè)集聚區(qū)， 建設(shè)世界一流的設(shè)計、創(chuàng)意、時尚等高端要素的聚集地，特開展此次華南設(shè)計之都國際設(shè)計競賽。
The International Design Competition for South China Design Capital (SCDC)(the Competition) is launched to boost the development of the international S&T innovation hub in the Guangzhou and the implementation of the “1358” Development Strategy of Baiyun District. The Competition aims to drive the high-quality planning for and construction of Baiyun New Town CBD in southern Baiyun District, and in doing so, attract creative industries and related industrial activities to create an agglomeration of design industry with Guangzhou characteristics, a value innovation park featuring comprehensive functions, well-established supporting facilities, industrial agglomeration and excellence in innovation and entrepreneurship, and a world-class agglomeration of design, creativity, fashion and other high-end elements.,
華南設(shè)計之都是集城市設(shè)計、建筑設(shè)計、工業(yè)設(shè)計、動漫設(shè)計、時裝設(shè)計、機(jī)器人制造等前沿設(shè)計產(chǎn)業(yè)鏈于一體的“設(shè)計之都、創(chuàng)意之芯”，未來將成為華南地區(qū)設(shè)計行業(yè)領(lǐng)軍機(jī)構(gòu)的總部落戶地，珠三角地區(qū)集研發(fā)、設(shè)計、生產(chǎn)、展貿(mào)、培訓(xùn)、教育等于一體的集聚地，“廣州設(shè)計國際雙年展”舉辦地和組織機(jī)構(gòu)辦公地，是國家、省、市各項重大設(shè)計行業(yè)博覽會、研討會、學(xué)術(shù)交流會等省會承辦地。
SCDC is envisioned as a "design capital and creativity core" to gather the cutting-edge design industry chains, including the urban design, architectural design, industrial design, comic design, fashion design, and robot manufacturing. It will become the home to headquarters of the leading design firms in South China, the venue and office address of Guangzhou International Design Biennale, the agglomeration of R&D, design, production, exhibition and trading, training and education in the Pearl River Delta (PRD), and the venue of events like expositions, seminars and academic exchanges of national, provincial and city level in the design industries.
本次競賽主辦單位為廣州市國土資源和規(guī)劃委員會與廣州市白云區(qū)人民政府，競賽承辦單位為廣州市白云區(qū)國土資源和規(guī)劃局。本次競賽成立華南設(shè)計之都國際設(shè)計競賽委員會（以下簡稱“競賽委員會”）作為決策機(jī)構(gòu)，負(fù)責(zé)協(xié)調(diào)、指導(dǎo)、監(jiān)督檢查與糾紛調(diào)解處理等工作，對競賽工作中的重大事項行使決策權(quán)。競賽委員會下設(shè)競賽委員會辦公室。
The Sponsors of the Competition are Guangzhou Land Resources and Planning Commission and the People's Government of Baiyun District, Guangzhou, while the organizer is Baiyun District Land Resources and Planning Bureau, Guangzhou. The Committee of the International Design Competition for South China Design Capital (SCDC) (the Competition Committee)is established as the decision-making body for the organization, coordination, guidance, supervision, inspection and dispute mediation of the Competition, and exercise the power of decision-making for major issues relating to the Competition. The Committee will set up an office for managing everyday affairs.

V. Project Profile
（一）項目名稱：華南設(shè)計之都國際設(shè)計競賽
(I) Name of Project: The International Design Competition for South China Design Capital (SCDC)
（二）工作內(nèi)容（具體以競賽技術(shù)文件為準(zhǔn)）：
(II) Contents of Work (subject to Technical Document of the Competition)
本次競賽的工作任務(wù)包括區(qū)域總體概念性規(guī)劃、核心區(qū)城市設(shè)計兩個層次的內(nèi)容。
The main tasks consist of two levels, namely the conceptual master planning and the Core Area urban design.
1、區(qū)域總體概念性規(guī)劃
1. Conceptual Master Planning
整體規(guī)劃研究范圍東至云城東路北延線（規(guī)劃）及空港大道，南至白云三線及夏茅涌，西至106國道，北至華快三期，總面積約196.27公頃（2944畝）。
The scope of the master planning study extends to the north extension (planned) of Yun Cheng Dong Lu and Kong Gang Da Dao on the east, Bai Yun San Xian and Xiamao Canal on the south, National Highway 106 on the west, and Phase III of Hua Nan Kuai Su Lu on the north, covering a total area of about 196.27 hectares (2,944 mu)..
總體概念性規(guī)劃要求參賽單位從多層次、多角度對華南設(shè)計之都的發(fā)展定位、發(fā)展規(guī)模、功能布局、產(chǎn)業(yè)發(fā)展策劃、重大活動策劃、整體空間形態(tài)、空間特色、景觀風(fēng)貌、景觀系統(tǒng)、綜合交通系統(tǒng)、公共服務(wù)設(shè)施、土地開發(fā)策劃、開發(fā)實施建議等方面進(jìn)行綜合研究。
The conceptual master planning proposal should, from multiple levels and perspectives, provide a comprehensive study on SCDC’s development positioning, size, functional layout, industrial development planning, event planning, overall spatial form, spatial feature, landscaping feature and system, comprehensive transportation system, public service facilities, land development planning and suggested development and implementation modes etc..
2、核心區(qū)城市設(shè)計
2. Urban Design of the Core Area
核心區(qū)東至云城東路北延線（規(guī)劃）及空港大道，南至黃邊村界，西至云城西路北延線（規(guī)劃），北至黃邊北路，面積約34.67公頃（520畝）。
The Core Area borders on the north extension (planned) of Yun Cheng Dong Lu and Kong Gang Da Dao on the east, boundaries of Huangbian Village on the south, the north extension (planned) of Yun Cheng Xi Lu on the west, and Huang Bian Bei Lu on the north, covering a total area of about 34.67 hectares (520 mu).
核心區(qū)城市設(shè)計要求參賽單位提出城市設(shè)計的理念和原則，注重特色空間塑造，打造“廣州設(shè)計”新地標(biāo)，對空間結(jié)構(gòu)、規(guī)劃布局、土地利用、綜合交通系統(tǒng)、公共設(shè)施、市政設(shè)施、地下空間、特色風(fēng)貌、景觀設(shè)計、建筑風(fēng)格與布局、分期實施、規(guī)劃管理指標(biāo)等進(jìn)行規(guī)劃設(shè)計，并完成城市設(shè)計導(dǎo)則。
The urban design proposal of the Core Area should put forward the urban design concepts and principles, and focus on shaping the featured spaces to create a new landmark for “Guangzhou Design”. The specific urban design contents include the planning and design of the spatial structure, planning layout, land use, comprehensive transportation system, public facilities, municipal facilities, underground space, featured views, landscape design, building style and layout, phased implementation, as well as the formulation of the planning indices and urban design guidelines..
六、競賽活動期限
VI. Duration of the Competition
本次競賽時間為2017年8月11日（北京時間，下同）至2017年11月8日。報名時間為8月11日至8月25日，9月4日發(fā)布競賽技術(shù)文件，并進(jìn)行現(xiàn)場踏勘。10月25日提交競賽最終成果，先由技術(shù)審查委員會召開技術(shù)審查會，再由專家評審委員會召開成果評審會（具體時間以競委會通知為準(zhǔn)）。
The Competition will last from August 11, 2017 (Beijing time and the same below) to November 8, 2017, while the registration is open from August 11 to 25. The briefing of the Technical Document and site visit are scheduled on September 4. The deliverables are due to submit by October 25. The deliverables will first be examined by the Technical Examination Committee and then evaluated by the Expert Evaluation Committee (final dates are subject to the notice of the Competition Committee)..

(一)競賽形式
(I) Competition Form
本次競賽是國際競賽，采用全球公開報名的方式，在中國政府采購網(wǎng)、中國采購與招標(biāo)網(wǎng)、中國財經(jīng)報網(wǎng)、廣州市政府采購網(wǎng)、廣州市國土資源和規(guī)劃委員會網(wǎng)站、白云區(qū)信息網(wǎng)等網(wǎng)站發(fā)布報名公告。
The Competition is an international design competition that is open for registration of applicants from all over the globe. The Announcement on Competition Registration will be released at the websites of CCGP, China Bidding, China Financial and Economic News, Guangzhou Government Procurement, Guangzhou Land Resources and Planning Commission, and Baiyun District Government.
(二)競賽評選方式及費用支付方法
(II) Evaluation and Payment Terms
本次競賽由競賽委員會組織對報名參賽單位（或聯(lián)合體）進(jìn)行資格評審，擇優(yōu)選出5家正式參賽單位（或聯(lián)合體）報競賽委員會批準(zhǔn)。對經(jīng)技術(shù)審查委員審查通過的5家正式參賽單位（或聯(lián)合體）進(jìn)行人民幣80萬元（含稅）成本補(bǔ)償。未通過技術(shù)審查或者設(shè)計成果無效的參賽單位（或聯(lián)合體）不獲得成本補(bǔ)償費。專家評審委員會將在認(rèn)真研究競賽技術(shù)文件和充分討論比較的基礎(chǔ)上，以投票的方式選出2個優(yōu)秀方案，由競賽主辦單位從中確定1個優(yōu)勝方案。取得優(yōu)勝的參賽單位（或聯(lián)合體）獲得人民幣50萬元（含稅）優(yōu)勝獎金。
The Competition Committee will organize the prequalification of the applicants (consortiums) and select 5 official competitors (consortiums) for presenting to the Competition Committee for approval. For these 5 competitors (consortiums), RMB800,000 Yuan (tax included) will be compensated as cost of design to each of the competitors (consortiums) whose design proposals pass the examination of the Technical Examination Committee, while no compensation will be made to the competitor (consortium) whose design proposal fails the technical examination or is judged as ineligible. The Evaluation Committee will select two excellent design proposals after careful deliberation and full comparison through voting, while the Sponsors will finalize one winning proposal out of the two excellent proposals. The winner will receive a winning bonus of RMB500,000 Yuan (tax included).
八、競賽報名的要求
VIII. Registration for Competition
（一）報名條件
(I) Eligible Applicant
參賽單位須為依法注冊的法人實體或由法人實體組成的聯(lián)合體。參賽單位（或聯(lián)合體）必須同時具備城市規(guī)劃甲級資質(zhì)和建筑設(shè)計甲級資質(zhì)，并應(yīng)有與本項目功能性質(zhì)相類似的城市規(guī)劃或城市設(shè)計經(jīng)驗（包含聯(lián)合體組成單位）。境外參賽單位必須具有相應(yīng)的設(shè)計經(jīng)驗與相關(guān)業(yè)績。每個參賽單位（或聯(lián)合體）限報送1個設(shè)計方案。
An eligible applicant must be a legally incorporated legal entity or a consortium formed by such legal entities. Applicant (including members of a consortium) must concurrently hold Class A qualification certificate in both urban planning and architectural design, and meanwhile have the urban planning or urban design experiences of similar projects. The overseas applicant must have corresponding design experiences and reference projects. Each competitor (consortium) is allowed to submit one design proposal only.
（二）報名方法
(II) Method of Registration
1、有意參加競賽的參賽單位（或聯(lián)合體）必須在報名截止時間前將填好的報名登記表、報名文件（簽字并加蓋公章）傳真或電郵（郵箱地址為：gdgh_zb@163.com）至競賽組織代理單位。
1. Applicant must send the duly completed Registration Form and the required registration documents (duly signed and stamped) to the Organizing Agent by fax or email (e-mail address: gdgh_zb@163.com) by the registration deadline.
2、所有報名文件需以書面形式在報名截止時間前送達(dá)或郵寄至競賽組織代理單位。
2 All registration documents shall be delivered or posted in written form to the Organizing Agent by the registration deadline.
（三）報名截止時間為北京時間2017年8月25日上午10：00（以競賽組織代理單位接收書面報名時間為準(zhǔn)）。逾期抵達(dá)的文件概不受理。
(III) Registration deadline is 10:00am on August 25, 2017 (Beijing Time) (subject to the time when the Organizing Agent receives the documents). Registration documents received later than the deadline will be rejected.

(IV) Registration Form (See Annex 1; the completed Form can be firstly faxed or mailed to the Organizing Agent).

1. 報名以收到報名參賽紙質(zhì)資料為準(zhǔn)，包括報名參賽單位名稱及資質(zhì)說明、單位簡介、資信證明、獲獎證書、相關(guān)經(jīng)驗、設(shè)計人員的組成、主要設(shè)計人員相關(guān)設(shè)計經(jīng)驗、聲明等（正本，簽字并加蓋公章）。
1. The hardcopy of the registration document will prevail, including the applicant name, qualification, company profile, credit certificate, award certificate, related project experiences, design team, the main designers and their related design experiences, and statement etc. (duly signed and stamped original copy).
注：參賽單位的項目業(yè)績資料應(yīng)包含：項目名稱、項目地點、項目規(guī)模、所承擔(dān)的設(shè)計內(nèi)容、主要設(shè)計人員、項目完成情況（正在進(jìn)行、已經(jīng)完成）、項目圖片（設(shè)計圖或?qū)嵕罢掌I(yè)主聯(lián)系電話。
Note: The reference projects of the applicant should include: project name, location, size, design scope, main designers, project status (ongoing or completed), imagery (design drawings or photos), and client’s phone number.
2. 法人代表證明、法人代表授權(quán)委托書、被委托人身份證復(fù)印件（均需加蓋公章）。
2. Certificate of Legal Representative, Power of Attorney of the legal representative, and photocopy of ID card d of the authorized representative (all duly stamped with the official seal).
3. 報名參加本次競賽的設(shè)計負(fù)責(zé)人及主要設(shè)計人員履歷和專業(yè)資格證明復(fù)印件，以及近五年的同類業(yè)績、獲獎情況等相關(guān)材料（加蓋公章）。
3. Resumes and photocopies of the professional qualification certificates of design principals and main designers, as well as their reference projects and awards in recent five years (all duly stamped with the official seal).
4. 以聯(lián)合體名義報名參賽單位應(yīng)提交所有成員共同簽署的“聯(lián)合體合作協(xié)議”（正本，簽字并加蓋公章）并注明聯(lián)合體主體單位。
4. Applicant in form of consortium should submit a consortium agreement duly signed by all members (original, duly signed and sealed) and indicating the lead member of the Consortium .
注：參賽單位須確保提交的報名相關(guān)資料真實可靠。競賽委員會有權(quán)在競賽報名時、競賽評審過程中及競賽評審結(jié)果確認(rèn)前要求競賽報名單位提交原件資料或通過其他方式進(jìn)行驗證，競賽報名單位需自行承擔(dān)因提交資料不真實或其他原因造成的一切后果。
Note: Applicants must guarantee the information contained in the registration documents are true and authentic. The Competition Committee is entitled to verify the information at the registration and evaluation stage of the Competition and before the finalization of the evaluation result through a crosscheck against the original version demanded from the applicant or other means as appropriate. Applicants will be held accountable for all consequences caused by the false information or other reason.
九、本公告內(nèi)容若與競賽技術(shù)文件不符，以競賽技術(shù)文件為準(zhǔn)。
IX. In case of any discrepancy between this Announcement and the official version of the Technical Document of Competition, the latter shall prevail.
十、本國際競賽項目的報名公告英文版與中文版不一致之處，均以中文版為準(zhǔn)。
X. In case of any discrepancy between the English and Chinese versions of the Announcement, the Chinese version shall prevail.

本競賽項目方案競賽主辦單位：
本公司就參加華南設(shè)計之都國際設(shè)計競賽活動，作出鄭重聲明：
一、本公司保證報名材料及其后提供的一切材料都是真實的。
二、本公司保證在本項目參賽中不與其他單位圍標(biāo)、串標(biāo)，不出讓競賽資格，不向方案競賽主辦單位或評標(biāo)委員會成員行賄。
三、本公司沒有處于被責(zé)令停業(yè)的狀態(tài)；沒有處于被建設(shè)行政主管部門取消投標(biāo)資格的處罰期內(nèi)；沒有處于財產(chǎn)被接管、凍結(jié)、破產(chǎn)的狀態(tài)；在競賽報名截止日期前兩年內(nèi)沒有相關(guān)行政主管部門已書面認(rèn)定的重大工程質(zhì)量問題；在中華人民共和國境內(nèi)人民檢察院行賄犯罪檔案查詢結(jié)果中，本公司沒有在競賽報名截止時間前兩年內(nèi)被人民法院判決犯有行賄罪的記錄。
四、本公司及其有隸屬關(guān)系的機(jī)構(gòu)沒有參加本項目的前期工作、國際方案競賽文件編寫等關(guān)聯(lián)工作，本公司與方案競賽主辦單位無隸屬關(guān)系或其他利害關(guān)系。

（4）如中標(biāo)，聯(lián)合體內(nèi)部將簽訂協(xié)議書，各自按協(xié)議規(guī)定負(fù)責(zé)工作:主辦人（甲公司名稱）承擔(dān) （工作范圍、內(nèi)容），占總工作量的 ％，聯(lián)合體成員（乙公司名稱） 承擔(dān) （工作范圍、內(nèi)容），占總工作量的 ％；此協(xié)議書作為與方案競賽主辦單位所簽合同的補(bǔ)充內(nèi)容。
（5）競賽工作以及聯(lián)合體在中標(biāo)后工程實施過程中的有關(guān)費用按各自承擔(dān)的工作量分?jǐn)偂?u>
3、本協(xié)議書自簽署之日起生效，在上述2（4）的聯(lián)合體協(xié)議書簽訂后自行失效。
4、本協(xié)議書一式 份，送交方案競賽主辦單位一份，聯(lián)合體成員各執(zhí)一份。
